Benefit Recovery Claims Examiner

Reports to the Central Region Supervisor.

Duties include assisting in fraud investigations and provides support in the recovery of funds lost due to waste, fraud, or abuse. This position is qualified to be exempt from public record.


The primary function of an Economic Self Sufficiency Specialist II (ESSII) within the Office of Public Benefits Integrity, specifically the Benefit Recovery (BR) Program is to calculate and recover overpayment of public assistance programs: Temporary Cash Assistance, Food Assistance, Medicaid and Refugee Assistance.

  • Responsible for timely reviewing overpayment referrals in for potential overpayment. Analyze case by using specific program policies and procedures to determine who caused the overpayment and the reason for the overpayment. Responsible for accurately establishing overpayment claims and the dollar amount of overpayment eligible for recoupment. Applies specific program policies and procedures applicable at the time of the overpayment. Referral reviews and claims will be completed in accordance with current program requirements.
  • Travel to other counties in order to represent the Department in FAIR or State Attorney cases as assigned.
  • Attend conferences, meetings, and training sessions to keep current on BR and Economic Self-Sufficiency policy and procedures.
  • Performs special work assignments and other related work/duties as required or assigned.


Knowledge of public assistance program objectives and policies; problem-solving techniques; training principles and practices; goal setting techniques; arithmetic.

Skill in operating a personal computer.

Ability to conduct fact-finding interviews; accurately prepare and maintain records and reports; work with a diverse range of people; adapt to change; deal calmly and effectively in high stress situations; compose documents or correspondence involving technical information; complex arithmetic operations; interpret and apply regulatory materials; prioritize and meet deadlines; establish and maintain effective working relationships; communicate effectively orally; apply ethical business practices.
